fps drop randomly

umm hi so i have a 12th gen i5 and a rtx 2070 super and i used to always have 300-200 ping no drops no problems at all but one day randomly i just get wayy lower fps like 100 and its so annoying cuz its way below my refresh rate and it feels choppy asf. the pic i attached is to my preformance while running valo u can see its not running at full power for some reason and btw all my settings are on low i have multithreaded rendering on and i have refelx on + boost. ive also tried reinstalling, formating my pc, everything in the book ive tired and still cant get to fix it.
