FPS Issue, going from stable 130 to not even 60

This is a weird issue, my laptop supports easily 130 fps however this bug started like 8 months ago and it's been a big nightmare. Basically: My peak is 130 no problem but after few seconds it drops down to 30-40 and the only way to get my fps back is by alt-tabbing until the game "locks " the fps, here's a pic of how it is. Since i'm in the range of course I get more FPS, but in game it goes down to 30-40. Every time it peaks is when I alt tab and after few seconds it drops. I really need help with this issue, if I had to alt tab 2-3 times then I wouldn't mind but it's been times where I have had to alt tab for more than 200 times for the fps to "lock" and it's just outrageous
