Quick help with conveyor buffers: Circuitry mod

Hello i wanted to redirect half of my production into this storage, but i dont kinda understood how this specific gate works, isnt in wiki also, do i need to attach a constant to it? how could i do it? ( also yes i could use a splitter, but i want to use a specific number )
