Less expensive raglan coat recommendations?
I think SEH Kelly has less expensive options but I’m open to suggestions!
I guess ebay is also an option but I worry if I get the wrong size

raglan sleeves = wrong size often just means shortening the sleeves. You want these coats to be big/roomy anyway.
For that budget you can get the wrong size on ebay like five times so I would seriously consider that. If you carefully check measurements the risk is limited

yea raglan overcoat is a good one, balmacaan is a bit more niche. IMO ppl who use that term (at least in North America) are going to be pricing higher.
Even just wool overcoat is good, and then visually look for the raglan ones
In terms of brands, it seems like in the 70s-80s tweed raglan wool coats were made by a ton of small brands, at least here in Canada.
what measurement should I pay closer attention to? chest?
And how much size up do you think I should tolerate
chest and sleeve length mainly
i got away with an xl raglan coat and i'm usually a medium but ymmv since every coat is cut differently
i'd also look out for harris tweed as a search term

Tweed is always a great option. Donegal, harris, etc. you can try using other modifiers such as (scotland, scottish, made in Scotland) or whatever other country to see what pops up. Good overcoats are made everywhere now, but good vintage overcoats were not, and different countries will also have different cuts to fit their target audience
