the only thing i can see what to do here is that -O- gets protonated to become -O(+)-H-, the -O-C- bond breaks with O taking both the electrons (since it doesn't like being +) to become cyclohexanol
that leaves a tertiary C+ cation, which the iodine (negatively charged, since H left) can now attack
products being C6H5OH and (CH3)3-CI
