Could these stains feasibly be removed?
Howdy, I got a decent offer from the seller on these pants. Could these stains be removed with an oxiclean soak?

Who knows. That depends on a bunch of stuff that’s impossible to tell from photos.
Usually these sorts of resell accounts already have a pretty heavy duty process to wash the clothing they resell to make it look as new as possible. So if they couldn’t get it out, it’s probably staying.

They are moleskin. You’ll notice the care tag says dry clean only. Unfortunately, soaking is not possible! (I do occasionally get items that have stains off eBay, and more than half the time I’m able to get them out.)
Is that a good rule of thumb in general? If it says "Dry clean only," assume the stains to be there for good?
You can still spot clean even if it's dry clean only.
I don't actually follow care labels personally lol. This is what putthison says to do for moleskin and this is what I do with my two moleskin shirts.
Of course you may be more risk-averse than I am haha
