To get stability the double bond will be broken and cl will add onto it and h will add to ch2

But stability is more important here as double bond is unstable as compared to single

yes ring expansion can happen but if that happens option will be like B not B there is 2 ch3 at one carbon if ring expansion happens it will be CH3 and Cl at one carbon not Cl isolated so ring expansion option is not given hence we go for normal
