I'm not certain about that specific one, as modifying settings files when you can't boot the game is sometimes a necessary fix to some errors
I personally wouldn't modify any riot files unless you believe it is absolutely necessary
The gamesettingsuser file you're referring to seems pretty safe, as it is composed of the config details for your ingame settings
