That's strange, but there were a few instances where Rhino was not detected as a game peripheral. Do you have many game devices connected? Such as button panels, etc ?
You can also try wiping the drivers for the rhino:
1. unplug the Rhino
2. Get USBDevView software here
3. Open USBDevView as administrator
4. Select all device instances with vendor id FFFF right click and
uninstall selected devices

USBDeview is a software that lists all USB devices that connected to your computer, and allows you disable, enable or uninstall them.

I have about 15 USB devices plugged in, but not so many game devices.

these are my ffff devices
removed with prejudice, plugging in rhino now
restarted for good measure
rhino beeped on startup as usual
webtool connects but doesn't receive telemetry
configurator receives telemetry but not motor x/y
device does not appear in installed game controllers
Calibrated, now shows motors running. Still does not appear as USB game controller.
Does not have any settings or a Device Identity in General/USB Settings of configurator.
Every time I apply/store settings I get this (Even though I don't use edge)
It also still shows this little thing in my taskbar, which I'm not sure it was showing before when it worked.
I disabled some USB settings in Microsoft Edge (Startup Boost, Remain Running in Background, Automatic detection of WebUSB-compatible devices) and it had a negative effect-- no long recognized at all
I normally use Chrome but I noticed that edge popups were occuring
I enabled these settings again, and the stick is again recognized with telemetry etc. in configurator
but still does not appear in game controllers
well, that's the limit of my testing for tonight
please let me know if you have any ideas as I would love to use the stick again
I have tried different USB ports, no result.

I am going to give it another shot
first I will try once more the uninstall devices with USBDevView method, with a restart after removing the devices
then I will plug the Rhino into a Usb 3.0 v 2 port
directly on the motherboard

I get chimes.
This windows notification from Edge, which was not running:
the fact that edge is giving me this notification and is not running makes me wonder whether it is part of this somehow.
anyway, I click the notification and arrive here, with device already connected:
It also puts the familiar eject icon in my tray
on the web tool open in edge, I get no response from moving stick or hitting buttons
if I open VPF Configurator (1.0.17b2) I get a blank profile with no device identity, but full telemetry and response from axis movement + buttons.
the device does NOT appear in game controllers.
I have generated an HTML report of the disconnected devices just in case you're interested.

This time I will uninstall the devices, then disable USB features in Edge.
3 features to disable: Startup Boost, Run Apps in Background, Automatic detection of WebUSB-compatible devices
the last is accessed by navigating to edge://flags/

Another thing I am looking at where you or someone else could help: I know you can make chrome forget a device by navigating to localhost:X/usb, where X is a number corresponding to that device. Do you know what it would be for the Rhino?
Nevermind, was able to remove these in chrome://settings/content/usbDevices
Plugging in again now.
Chirp, no popups
Connected via https://vpforcecontrols.com/usb/rhino/ in Chrome. Note that, this time, I was NOT connected already when I navigated to the site.
Web tool does not respond to axis/button inputs
Same story with configurator. For good measure I have loaded profile from the device and calibrated.
Still Rhino as "Safely Remove Hardware" in tool tray, still not recognized as a USB game controller. End of my testing, @walmis
The only thing left on my mind to test is whether I could possibly have too many enumerated devices in USB. Therefore I am going to remove many old, unconnected devices.
