Adding to Partition
I recently split my 4tb SSD in my Rog Ally X in half for windows and Bazzite. Now I want to just put aside only 1TB to windows and add the other 1tb to the Bazzite partition.
My question is, am I able to merge the 1TB unallocated space to the Bazzite partition?

You should be able to do that. But you would need to boot a Linux live cd since you cannot modify a currently active partition in Linux. I usually use the Linux Mint live iso because it has GParted in it. Also note that moving and expanding a partition will take a long time to run and has a risk of data loss.
You could also just convert the empty space to a separate btrfs partition. You can actually install a driver called WinBtrfs and then you can use it for storing stuff where both Windows and Bazzite have access to it
