yk you can just accept and just not use voice chat
Or if u don't wanna say yes, u can keep clicking the 1 button every time u open the game which is not an issue imo
This kind of mentality is why consumer protection laws are a joke in the US
I am thankful that I do not live there and certainly don't want to see this kind of behavior coming into the EU

Either ways judging from this conversion its clear Riot has not implemented a way to stop prompting this popup unless if you consent
Because it can be used as Spyware if certain things happen
Meaning it's value goes up
well either you accept it or it just keeps popping up
