There's modmail for server stuff and support tickets for game issues

How do you know they were rejected?
they closed the ticket without any response
only the bot message saying (we will investigate your case) and then the ticket closed
it says that if they let the penalty without any modification m, they don’t answer to the ticket and they close it
but is always that freaky bot, the day a human attends me, i will celebrate it

I have queued with him before and after i knowed he used hacks one time, after i know that, i reported him 1-2 times for hacking, then a month ago , they ban ME
and not my friend

after that the day “he used hacks” he played almost every days, casual and ranked, i played with him one casual a week ago, and they banned me at the 5 round for free

The only way to talk to Riot is via their official support page. There is no other official method to contact Riot regarding penalties and other ingame issues.

If you alreasy contacted Support and was not much help then there's probably not much you can do
You shouldntve queued with someone you knew were cheating. It sounds like you knew they were cheating a month ago, so why continue to play with them? Intentionally queuing with a cheater is against Riots TOS. And if you got banned their account had to have gotten banned too if that's what lead to your ban.
Otherwise did you have another 3rd party program such as a cross hair changers or a skin Changers? 3rd party doesn't exclusively mean cheats.
