What server should I choose for password recovery?

I imagine you mean password recovery for your Riot account.
There isn’t a “server” used for resetting your password. You simply select the “Forgot Password” link under the login boxes.
Of course if this isn’t what you mean then please do as @Saucywan requested and post screenshot(s) of exactly your issue.
