SignalR Call Outside of Hub or Controller

I am on .net 8 I am using Microsoft.AspNetCore.SignalR. My issue is that I am trying to send a message to all clients but when I am getting the service it says there are no connections. The page says it is connected to the socket. Am I using the right SignalR library? I know it was an issue in the past.
