End of each act. I think the act goes around 60 days aka 2 months, so somewhere towards 1.5 to 2 months from now.

you cant get skins that you already own in any store or nightmarket. meaning that if you buy every single "good" skin that you like before a nightmarket appears, chances are 0% that you will get any "good" skin.
on the other hand its the same with "bad" skins.
if you own all blue/green skins your have a chance of 100% to only get only premium/ultra in store/nightmarket

meaning there are 63 melee skins that can appear.
each NM has at least 2 premium skins or knifes. (at least 2/6, 33%, are either red or gold)
31 bundles are premium. lets say each bundle has 4 gun skins on average, thats about 120 pinks that can appear.
meaning at least 15 out of (120+63) skins that appear in each NM. Thats about 8%
if there are only pinks in NM its 15 out of 120, about 13% to get a vandal thats considered "good"
if you played the game for 4 years, chances are VERY high that you got at least a single "good"(vandal) skin in a nightmarket
