Hem question
I just measured my inseam to be 26, its from the crotch to ankle right?. here is my pants with two and four fold. Pants is 30 length, thinking if I should go with 26 hem or 28.

the pant inseam length depends on how much break you want, and also the cut of the pants itself
more relaxed fits will have a larger rise, and thus the inseam length will be shorter for it to reach the same point on your ankle as a skinnier tighter fit
you should just put on the pants and cuff the pants wherever you like how it sits, and then pin/measure how far that is
and then hem it there (if you're doing it yourself remember you need a hem allowance for the rolled edge)
that said the 26 hem look better to me
Where shoes when figuring out where to hem. A tailor will also help measure it for you.

to clarify were you going to a tailor to get these hemmed or is this a situation like uniqlo where they'll hem the jeans but you have to give the measurement
if it's the first thing (tailor) then don't worry about the measurement, like @ler said; the tailor will ask how high you want it hemmed (wear the shoes), then mark where you want

even at uniqlo i think if you're in store they'll pin it for you, at least here they do
online they ask for the measurement but any time i've gotten them hemmed in store i've gone to the fitting room and had them pinned

based on your pics it looks like you're doing a bunch of folds, if you're a 26" inseam and want to roll then yeah, 28" might make sense.
don't plan to do a bunch of folds, maybe one? I fold since it looks pretty long. if that is the case a 27 will be better? or 26.5 with allowancev
up to you if you want to do one fold (like this pic) or a double fold so it's more "tucked"
these are i think a 1.5"ish fold
Also consider shrinkage after you wash these jeans before settling on the final measurement
