Google Verification Block
I'm trying to apply Google Adsense and I'm noticing that as soon as it requests verification on my site some rule blocks it, and even disabling all the WAF rules it still doesn't verify

Is this happening after enabling known bot blocking?
Yea your rule doesn't make a lot of sense. The "Known Bots" list is a list of friendly bots: https://radar.cloudflare.com/traffic/verified-bots, the ones you typically don't want to block
What is the blocking event that stops it even after you disabled all of the waf rules?
so what appears to be blocking is the known bot blocking, which I have set to be going through a managed challenge

yea your "known bot" blocking is a bad idea for reasons explained above.
