Looks double breasted to me based on where the visible buttons are. Single breasted I think would be closer to the lapel

$300-$400 budget - im pretty flexible. i just want a silhouette close to that picture above
You probably want to look for a polo coat or an officers coat.
Military surplus great coat might also fit what you are looking for
