All Modded Milestones Gone

Like the title says, all my modded milestones in game are locked again and they seem to be bugged because I'm not able to unlock them again. I've verified my save file and mod manager profile have the correct mods, as well as my client. Not sure what's going on here but It's very frustrating as I just unlocked Tier 9. Does anyone know what's going on here? I've attached my save file and the mod profile.
