It's not finding the D:\SteamLibrary library Is there a libraryfolders.vdf in c:\program files (x86)\steam\steamapps?

No. And when i open steam again, library in D: disappears

Add it back now and it should hopefully work Idk what steam has been doing lately, but you're not the first person to have issues with the libraries
