Is there a libraryfolders.vdf
in c:\program files (x86)\steam\steamapps
?Yep
And if you open it in notepad or something, does it mention
D:\SteamLibrary

I guess try removing and readding the library and see if the libraryfolders.vdf gets updated

So here the dropdown lists both a C: library folder and a D: library folder?

If you close steam, do either of the libraryfolders.vdf get updated?
No. And when i open steam again, library in D: disappears
Add it back now and it should hopefully work
Idk what steam has been doing lately, but you're not the first person to have issues with the libraries

No, it disappears again. I have this issue just today. Before it was ok
Check the file properties for the libraryfolders.vdf if they are marked as readonly
Solution
Or maybe delete/rename them and see if steam regenerates them
i checked already, it is not marked
