Really hard to tell from this image but it might just be an oversized black dress shirt left unbuttoned with the sleeves rolled up.
do you have a link to like a similar item maybe? Or just generally like a oversized shirt you can wear halfway open lol

COS usually has some artificial silk shirts that are oversized, in either the men or womens section
I'm 1.78m and I was a 20" across the shoulders when I wore them, including the womens, so you should be fine

if you're looking around secondhand, our legacy is great, as was mentioned, and you can look for other artificial silk shirts (cupro, rayon, viscose, tencel, etc)
skip the our legacy raw silk shirts tho; they're great but not for this type of look
Cos pricing is bonkers, definitely try to get on sale if you go for them
i dislike recommending fast fashion but zara usually does some artificial silk shirts

Women's racks in thrift stores sometimes have this kind of thing too (partly because "women's" fast fashion makes drapey shirts that play with proportion more than "men's" fast fashion).
