Packing Expansion x10 addon coal gen visual issue
PE10x coal gen doesn't show its internal buffer of compressed water

Excerpt from the Packing expansion mod page:
"Known issues:
*Water UI for the Pack Nuclear Power Plant and the Pack Coal Generator is broken. They run just fine however."
It's probably that. That bug has existed for quite a while already. In your screenshots it seems that the generator is actually working as well. (Unless it doesn't, then it really is an issue)...

The pipe leading into it
Have you tried deleting and reconnecting the pipe? Just occasionally the base game will fail to connect a pipe properly
