Am I allowed to create a hidden mod out of another mods source code that hasn't been published yet?
I know of several mods that have updated to 1.0 already but haven't posted to ficsit, am I aloud to create a hidden mod out of their updated source files?

You'd have to ask the mod author. But given that the mod you're referring to is already updated, just not uploaded, the answer will probably be no, as the mod author will upload it soon

The readme says "All of my original works within this project are free to copy and reuse" also, how do hiddden mods work? Can only I see them?
They can be seen by anyone who knows the mod ID, they just don't show up in the list
Can I delete a mod after making it?
