Why would cloudflare cache a blank .js file?

Why would cloudflare cache a blank .js file? The file has content on the server but the file is empty in the cloudflair cache. The file is static and previously not cached. It was recently cached but it was an empty .js file. It was pushed to our application and caused an outage.

Why wouldn't it? Cloudflare's default cache behavior is driven by https://developers.cloudflare.com/cache/concepts/default-cache-behavior/, .js being one of the default cached extensions. I'm not aware of any normal or cloudflare specific special caching behavior for zero length files, if your origin responds it'd be cached. If you're saying your origin never responded with a 0-length js file that'd be something else though.
