Both at ortho causes more steric hindrance So one is at para It's not like 2 ortho doesn't form, it's a really really minor pdt, we only talk about major pdts

Even -CH3 causes steric rep bro There's -OH grp's Oxygen's lone pairs too in the question there's a lot of repulsion
