Default Cached File Extensions in relation to ToS
If EXE files are included in the Default Cached File Extensions(https://developers.cloudflare.com/cache/concepts/default-cache-behavior/),
can I serve single .exe of my application(~120MB) using the default Cloudflare CDN, or do I need to use R2 for this purpose?

The terms of service are way more vague then that anyway. The issue isn't with cache but proxy like was said, and it's not like serving a single exe is an instant account term, the actual terms are
Cloudflare’s content delivery network (the “CDN”) Service can be used to cache and serve web pages and websites. Unless you are an Enterprise customer, Cloudflare offers specific Paid Services (e.g., the Developer Platform, Images, and Stream) that you must use in order to serve video and other large files via the CDN. Cloudflare reserves the right to disable or limit your access to or use of the CDN, or to limit your End Users’ access to certain of your resources through the CDN, if you use or are suspected of using the CDN without such Paid Services to serve video or a disproportionate percentage of pictures, audio files, or other large files. Key words being "large files" and "a disproportionate percentage"
This is even more confusing given the vagueness of the ToS and the terms themselves do not provide clear guidance, especially with phrases such as "large files" and "disproportionate percentage". This suggests that some file types (such as a single EXE) may not be a problem, but on the other hand the restrictions seem open to interpretation(if we don't like you, you have a problem).
The distinction between cache and proxy adds to the ambiguity, making it difficult to know exactly what is allowed and what is not.
It gives the impression of a deliberate marketing move.
@Chaika If I provide .exe file using a CDN and my account gets suspended, will switching to R2 solve the problem, or will I have to face any financial consequences?
