Which stores and brands accomodate shorter pants specially jogger and sweatpants. I was able to get lululemon pants and have it hemmed but they say jogger cant be hemmed so looking for alternatives. I also really like roots sweatpants and its so comfy but its too long for me

Joggers or sweatpants may be tougher to hem if they have any sort of elastic cuff, which it sounds like yours might
Have you looked into just buying women's sweatpants? They're likely to have shorter inseams naturally, and accommodate a larger variety of heights. It's not that uncommon and honestly the fits are more similar now than they have been in a long time
^ just watch the rise if you go that route. some womens pants have tiny rises compared to mens
