an expensive question for me.
we've seen so many portfolio websites from designers from apple, instagram, google, meta, discord. you name it.
but they're DESIGNERS and their websites looks like out of this world like either they have build it like a traditional way

how can i create a portfolio like that ? do i have to use webflow ? or HTML CSS & JS can do that too ?
the 1st and 3rd have nothing special on them
the 2nd one might need some gsap for some of the "animations"
none of them are good portfolios
so how can i develop them ? with coding from scratch ?

you can build anything you see on the web with HTML, CSS, and JavaScript. Webflow is just more HTML, CSS, and JS. So is GSAP.
correct but i also want every element to be responsive so what steps i should take to make it very responsive.

that's a very broad question that isn't answerable in the abstract
"follow CRL" would be a nice first step, but responsive design is an entire category of knowledge I can't summarize into a single discord message
