I can't bind China UnionPay bank card

When I bind a China UnionPay bank card, it pop a verification modal window, I check the all information of mine is correct then I click [Send SMS code], but it reports "Send smsCode fail. Please try again.". I try to use the different UnionPay bank card and they are all failed. Is this a BUG with CloudFlare or UnionPay or my bank card? I hope it will be fixed in a short time because I have a domain name on CloudFlare and it will be exipred in 2-month, I need to pay via the UnionPay bank card for renewing my domain name. Thank you!
