My BIOS freeze up every time I try to access them, and I'm unable to get a new motherboard. Is there any way to turn it on remotely, or play without it on?

If your motherboard supports it, you could try to flash your BIOS using a USB drive and see if that fixes your issue to enter the BIOS.
I don't believe it's possible to enable secure boot from within Windows.
