I can't surrender for some reason

I dont know why it won't let me surrender. It was round 7 when I tried to initiate it, I spelled it right, tried using /ff instead, I wasn't lagging, but it still didn't work. I was trying to surrender because of a smurfing jett but idk if that's somehow connected or not. Is there something wrong with what I'm inputting or is it the client, or something else entirely?
