All workers saying Retrying in 1 second.

I am trying to bring up an endpoint. I have it set to 3 max workers. It is trying to bring up 3 workers and 2 extra workers, and all of them are showing

Retrying in 1 second

Retrying in 1 second

I am not seeing any other output. Is something happening in the background or are these crashed? Thanks!
