iupac naming - haloalkane - Lowest Locant Sum rule ?

Here why is cl not given priority in naming, I am guessing it has something to do with lowest Locant Sum rule ?

2,4 4,6 2<4 that gets priority. Lowest locant sum rule doesn't hold.

Lowest locant rule states that when comparing two sets of locants then the one with the smaller value at first point of difference should be taken for example: 2+7+8=17>3+4+9=16 here, the former set has higher sum of locants but still the latter one will be considered as the former one has smaller locant value at first point of difference.
