Where did these IP access rules come from?
I am pretty sure I haven't added these IP addresses manually, so how were they added automatically? When I checked these IP addresses, they were from DigitalOcean, OVH, Namecheap, and IONOS. Should I remove them from here?

If it was recent you can check your Audit Logs: https://developers.cloudflare.com/fundamentals/setup/account/account-security/review-audit-logs/ and see. Scope by your domain name and then expand to see more info. Which user/what interface/ip would all be helpful.
Looks like they're setup to allow specific IPs through your firewall. You can delete from there yea, worst case would be you break something automated of yours and would have to re-allowlist
