Vanguard error 59

This has been happening on and off for the last 2 weeks and I;m not sure how to fix it. I've tried a bunch of different fixes but nothing so far has worked. Does anybody know what to do? It might be my wifi that's horrible since I live at dorms. It could also be something from my vpn, Proton Vpn that I have to use to access any multiplayer game server since my school's wifi blocks all multiplayer game servers
