What's going on with the lapel on this jacket?

I think there's a button on the back of the notch lapel on the other side, corresponding to this button flap. Is there a name for this flap style lapel? I can't find another example of it. What does it evoke to you? It seems super casual, but does it seem gimmicky or overly weird or dated to a specific era or anything?

There may be a button on the back side of the other lapel to close up the throat of the jacket. I have a jacket with a similar detail

It's a functional detail for inclement weather, back when Men in the West wore these kinds of jackets out in the country for activities like hunting, hiking, fishing, etc. Before the 1840s or so lapels weren't pressed in the way they are now, and the buttonholes were functional and closed all the way to the top, eventually this along with an older style of notch collar disappeared, but this came back as a functional addition to countrywear/sportswear. It's usually called a tab, storm, or ghillie collar, and probably isn't suited for a business jacket, however it would be at home on a sports coat for sure, and maybe the odd non brass button blazer.
