Would either a black or navy necktie be bad with a navy jacket and white shirt?
This would be for job interviews and such.

Aside from my first instinct being ‘do you really need to be wearing a tie to job interviews’ I’d probably avoid both of those
Black tie reads way too formal for me and I’d want a little more contrast from a navy blazer than I’d get from a navy tie
It's an excuse to dress up. I have always read one should dress one level up from the job's dress code.
I’d still check with hr or whomever for what they recommend for interview attire so I’m not showing up overdressed

But in any case solid black and solid navy ties are the two ties I’d most avoid wearing with a navy blazer

Navy tie with a navy jacket is fine - it’s a very conservative look and there’s nothing wrong with that. Anglo Italian does the tonal tie a lot

Not black, please! I’d vote for a blue tie that’s darker than the suit, if possible. If it’s a midnight blue suit, then lighter. From more formal to more casual, there’s solid or plain textured, small pattern or stripes, large pattern — depends what look you’re going for. Add a pocket square that goes with the shirt and maybe contains a color in the tie as well
Dark burgundy can look great with a navy or blue jacket
I do mean that lmao. Why not do it with a blazer with brass buttons?
Blazers are meant to be a step down formality wise. They always feel off with certain ties

In the usual use of the terms, midnight blue is so dark it may look closer to black than blue. Navy blue is a relatively lighter shade of blue compared to midnight blue. So a navy blue jacket shouldn’t be the darkest shade of blue you can get. Not sure we mean the same thing though, when we’re saying navy blue. I could send some photos later today

Why do you think a black tie would be a bad idea?
black tie with a blue blazer is a combination that might work in a more fashionable climate like northern italy for example, but in america combining the two just kind of makes you look like a police officer

I’m in the US and probably suffer from some cultural bias on this opinion. If you really like the look of a black necktie and are comfortable wearing it, you’ll probably wear it well.
I usually see black neckties as part of a work uniform, and they’re appropriate for funeral wear. For myself outside of that, I’d stay away from plain woven or satin silk black neckties. They are very stark in appearance, almost like a black hole in the center of your outfit. Potentially other pieces in your ensemble can counter that effect, but for black, I’d go with a knitted or grenadine tie, so the texture takes away from the starkness of the color. Potentially you could also do a black foulard/geometric pattern tie. I have no experience with those.
Only my opinion, I prefer dark blues over black, except that black is appropriate for funerals. At the last funeral I attended, I wore an extremely dark blue promoteo grenadine tie.
That jacket is a bright enough shade of blue that it should pair well with a variety of darker hues. Personally I’d avoid a tie that appears brighter than that jacket, especially for an interview
