it appears like once a month and goes away randomly but its not going away

Solution: TPM was already enabled in BIOS, but disabling it and then re-enabling it resolved the issue.

Restart your laptop.
Spam the DEL during startup to enter the BIOS/UEFI settings.
Look for the Security tab or Advanced tab.
Find settings related to TPM, Trusted Platform Module, or Intel PTT (Platform Trust Technology).
Enable it and save and exit

Resolved this in DMs, they had to enable fTPM in BIOS
