AMD RX 6400 seems to limited at ~35% GPU utilization
As mentioned in the the title, my RX 6400 seems to be limited at around 35% GPU utilization which is preventing me from getting a stable 60 FPS in a game called Street Fighter 6. Any ideas how to fix this?
I was able to get stable 60 FPS at 1080p mid/high settings on the same machine with ChimeraOS.
Just as a test, I even tried setting the graphics to the highest settings at 1080p just to see if i could push it to higher GPU utilization and it still seemed capped. This test should have driven the GPU util up to 98-100%.
I am experiencing the above issue after a fresh install of Bazzite Deck Stable on an HP EliteDesk 800 G3 SFF:
i5-7500 @ 3.4GHz
16 GB RAM
AMD RX 6400 GPU
Additional notes:
I also initially had trouble getting Game Mode to run as it kept using my iGPU. I forced it by setting DRI_PRIME=1 in /etc/environment --not sure if this was the right way to fix this.

Hmm apparently DRI_PRIME=1 in the /etc/environment was not the right way to fix it.
I ended up getting the
VULKAN_ADAPTER
variable to force the device ID for my RX 6400 in ~/.config/environment.d/gamescope-session-plus.conf
and this seemed to have fixed my problem.
