They are military surplus, so could have been sitting in a box for 30 years. The original design was for the German army (bundeswehr) and was made on contract by Puma and Adidas. Margiela did a copy of them and now loads of brands make a version.

I’ve never bought a used piece/vintage before but I think it would be a good first experience

This is straight from Germany I think and they have new condition it seems somehow
The Margiela ones are also slightly different where the second stripe on the side is suede where these are leather
I have a pair from this site, no complaints except the margielas are way more comfy

I mean, they reckon they made 500,000 pairs of these in 1989 alone. There's a lot of them around, and if you're making lots to issue to lots of people you make them as cheap as possible.
