Can Cloudflare support a user signing up for multiple accounts and opening a 5$ subscription for each?

You could sign up for multiple accounts using different emails, yes.
As for your thread title:
How to set thresholds for billsThis isn't possible today sadly. If you have this ability via your bank to create virtual cards or similar, and limit their spendage there, I would do that.
