Server Actions Blocked

Hello I'm running a Minecraft RPG server, but I'm currently encountering a problem where my players after 1 hour of uptime can't do some very specific actions. https://spark.lucko.me/lm0gvJ6lqL TPS is perfect, CPU usage low, RAM low, but some things just have a huge delay! Chat is instant and mobs and damage works right away. But something like talking to NPCs, opening up the menu, or loading player data has a delay that keeps on getting increased as uptime goes higher!! I don't know what's going on :(

Yeah I updated to a new server so TPS from it isnt a problem anymore
