Velocity not making config or plugin file

Hi y'all! Im having a bit of an issue. We currently use Bloom.host as our platform but for some reason Velocity isnt generating the config file and also doesnt have the paperplugin.yml file?? I dont understand what went wrong when we installed it to the server

I've read that but I dont know how to upload it from a dedicated hosting platform. As far as I know, we only had the options of things like paper, fabric, forge, etc
