When they are brought towards each other, it would gradually increase the magnetic flux for the wire without current, so an emf should be induced in the wire which produces current, that's what u thought right? Emf is induced when flux is changed, flux is field per unit area, here the wires are straight and not a loop, there is no flux So no emf induced and no current flow As loops make an area Only then flux changes and current flows

see current induced is equal to rate of change of magnetic fluc here area is not defined because its a striaght wire so thats the reason why current induced is zero
