"service unavailable" over chat, but i still get party invites

trying to play with my friends but i'm getting this service unavailable thing. i tried restarting the game and my pc but it's still there is there any way to accept an invite to a friend's party without clicking over there? a chat command or key combination or something? or a known fix to the "service unavailable" message
