Questions regarding Specs on server.
I'm starting a Minecraft network, starting off with a Hub and SMP in 1.21.1 Paper spigot.
How many players would these specs be able to handle, and servers?
Specs:
Intel Core i5-12500
2x SSD M.2 NVMe 512 GB
2x RAM 32768 MB DDR4
NIC 1 Gbit Intel I219-V

I don't have much experience with estimates on dedicated servers but you'd probably be able to hit 80+ players on that assuming your server is decently optimized.
I would recommend you use Pufferfish over Paper. It’s a high performance fork of paper (all plugins work fine)

Universespigot is also really good optimization wise but I don't know if they support 1.21 yet
They do support 1.21
However depends if you really need UniverseSpigot; it’s $60 or $70 (I think 70? @MachineBreaker)

Would this make a huge difference? Will all plugins also work?
All plugins will probably work, and I've seen pufferfish make a sizable performance impact
all plugins that work on paper / purpur will work on pufferfish
and purpur uses some puffer patches but it's extra config patches just aren't helping perf
