Alteration advice.
I've got to get an outfit together for a wedding in late November. I will likely buy something off the rack and have it altered to fit.
I am 5'5" and have a 35 -34" waist. Which means that nothing I can buy will fit me right and I anticipate major alterations needing to be done; not just hemming a leg but alter I the inseam on pants, shortening lengths of shirt arms, that sort of thing?
What is the best way to go about this? I assume the free alterations offered by stores is not going to cover it.
Are there shops who cater to shorter folks?

What is covered by free alterations varies store to store. The best thing to to ask that store ahead of time what they will and won’t cover.
Have you had your inseam, arm, and chest measured?
Not yet. Should I do this prior to shopping by fit?
Do that or go someplace they can measure you. A good menswear boutique will probably have some pants for shorter legs, and shirts for shorter arms.
Good on you asking these questions with plenty of lead time
