can i change settings for a specific agent? like i wanna change my jump settings to my scroll wheel down specifically for neon but not in general

And where is that
if you go into your settings and then proceed to "Controls" on the left hand side you can see a presets button. You choose an agent and then those keybinds will be set for that Agent 😄
