the first part says a restriction that you can only choose one answer, the second part sounds like its asking you to choose the second answer but you can only choose the first one so the first answer is the correct answer

my answer was based purely on hatred of that one line in the milgram experiment thingy

I didn't even think of milgram experiment
but that experiment was to test why the germans followed nazis orders
to check whether humans are going to obey the authority even if they know they are harming others
milgram intended to test this in the USA first and then germany because he though that germans were just more obedient, but after doing the experiment in the US he decided he didn't need to redo it in germany
