What's the site url? ERR_SSL_VERSION_OR_CIPHER_MISMATCH means there's no universal issued for your site. Could be something simple like a dnssec misconfiguration

it's no where near instant. Switching nameservers can take up to 48 hours. Additioanlly if you had it in Cloudflare before and switched away you that's a whole different situation

Disable universal SSL, wait 5 minutes and re-enable is usually the advice we give there, I know you mentioned you tried it before but worth a shot, you don't need to mess with anything else like pausinh

It displays the certificate is initializing? You've already switched back, switching back/forth constantly just messes with stuff. If you wanted to try from a clean slate, delete the website in Cloudflare and wait 7 days and all the config data in Cloudflare should be gone, and readding it should be fresh. Otherwise need to give it more time. If by intitalizing you mean your domain never even went to "active" from pending/switched away you needed to give it more time for ns propogation and such
